Looking for Full-Stack developer to built a scalable Medical Directory Type Website/Application

Hi All, I am looking for a full-stack developer (or a team) that has experience in creating complex and scalable applications from scratch.
The requirement is a build a medical directory type application (6+ categories) wherein users can search medical-related facilities like hospitals, labs, medical service providers, etc. Also, it would allow users to search and book available packages (lab, treatment, etc). It would have all standard features that are available on directory themes.
Freelancers who have built similar applications who could foresee the features requirements and hence can elaborate all at the start would be preferred. Please share below given:
1. Relevant experience and examples of similar work
2. What all would be required according to you
3. Technology Stack & framework you would work on
4. Budget to start and if you would continue to support on new requirements on it
5. Add information that you deem important/necessary
