Full-Stack Web App Build

I have the concept, wireframes, and core workflow mapped out for a brand-new web application and now need someone who can turn that vision into a production-ready product from front-end through deployment. The project spans everything a modern full-stack build usually touches—responsive UI, secure API layer, database design, authentication, testing, CI/CD, and the final push to a cloud host—so I’m looking for a developer comfortable moving fluidly between each layer rather than a specialist locked to one side.

My initial thinking is flexible on tools and frameworks; the right candidate might use PHP and Javascript and Bootstrap or something similar, depending on what best fits performance, scalability, and our future roadmap.
