Front End Website Redesign

I'm seeking a skilled developer to create a front end for our website. This will include modern design elements, graphics, and stylesheet. The site must be mobile-first and responsive on desktop, while adhering to SEO best practices (e.g., passing Page Speed Insights).
We will supply wire frames showing intended content flow.

Key Features:
- Scroll-activated header
- Conditional content reveal/hide
- Animated feedback based on user actions
- Map interactivity

Ideal Skills:
- Fullstack development (preferred)
- Competency with Leaflet maps
- Familiarity with CodeIgniter PHP framework

This project is for creating the new site design and implementing it on the index page. This is the first stage of a larger, multi-stage project with more work available.
