Build a website, Android and ios apps

Need to build a website & subsequently apps with 2 types of user account data base. The one type of users should be able to contact other type of users through good quality video or audio calls after booking an appointment by paying a certain fee. Both users should be able to see the history of contact and payment made/ received etc.
