Figma Design into Wordpress Website - Wordpress Expert

I have a figma design that needs implementing into Wordpress. I need a wordpress expert who has a good grasp of English. Ideally you have experience on how to do this and have strong Front End skils in React. The blocks have to be created so that they can be edited in Gutenberg, no other plugins.
There are long term projects and additional work, I do not want someone to offer me an existing theme.
