App infrastructure builder

I would like to use standard infrastructure as code tools to deploy and manage cloud resources needed by application developers, but without developers needing to know about the underlying control plane.

It would be a site where devs could choose from a variety of objects, fill in some required info and be given updates and information as it is built.

The ask is to build the "shopping cart" with an extendable configuration plane so objects can be created and updated easily.
