looking for bilingual video editor french-english -- 2

looking for a video editor that can edit videos in both French and English.
Videos will be 5 to 15 minutes.
I will provide 2 scripts for each video (French and English)
So the videos will have the same Clips , just in 2 different languages.
my rate is $15 per video sets ( English and French)
this is a long term project. i expect around 3-4 video weekly
