Relevancy rating - French/English fluency required

Looking for an expert fluent in both French and English for rating the relevance( how good the result sets are) for a French site.
Will also need assistance in translation of keyword set to French.
French Canadians will be preferred and any prior experience in rating search results would also be good to have
