Custom HDMI-based LED Controller Development

We are looking for new hardware for a project, what would it cost to develop a controller for digital ledstrips based on hdmi?

We need a conduct a Component Selection Phase to identify the ideal HDMI receiver and FPGA pairing to handle the desired video resolution and refresh rates. Second, we need development for the Hardware Logic, writing custom code to capture the incoming video stream and implement "sampling windows" for real-time horizontal and vertical offsets. Third, we need a the Control Layer by programming an ESP32 SoC or alternative to host the web interface and transmit user settings—such as grouping and pixel counts—to the processing hardware. Finally, the design needs to be consolidated into a Custom Integrated PCB with high-speed level shifters, ensuring a professional, compact device capable of driving multiple LED outputs with high signal integrity.

We are looking for 2 version a version for 16 outputs of 1000 pixels 16,000 total and in the next version 64 outputs of 1000 pixels 64,000-pixel if the cost is to high to develop 2 boards we will start with the 64 output board, a Scalable FPGA Architecture is wanted. The 16k version will serve as our foundation, utilizing approximately 16–24 output channels. The 64k version will use a higher-density FPGA with up to 64–96 output channels to ensure that the LED refresh rate remains at a professional 60Hz

we need a unified, scalable architecture that supports both the 16,000 and 64,000-pixel versions through a single PCB design. By utilizing high-efficiency FPGAs and parallel output channels up to 64 ports, the system maintains a professional 60fps refresh rate while consolidating engineering for the HDMI logic and web-based configuration tools.

For the web interface we are looking for offset in x and/or y pixels for each output, we also want pixel grouping options (for example 2 physical pixels treaded as 1 digital pixel) and we want to select type of ledstrip (ws2811,2812,2815,...) for each output, preferably also rgb color order (brg,rbg,...) and optionally support for rgbw colors if possible.
