Formatting of document titled ACLS By-laws

This document and it's predecessors has been in existence for a long time and over the years all kinds of formatting has gone on. Recently a major revision took place with even more formatting going on . More recently an attempt has been made to get the revisions into a proper format and this work was done up to Sectiion 10. This was done on a section by section basis so the formatting is still not consistent. I realize the proper way is probably to remove all of the formatting and start over but I lack enough knowledge about Word to do this.
