Arabic Book Cover

I would like someone to design a simple book cover for an Arabic legal book. The person needs to know how to write Arabic or use the language as the cover will be in Arabic. I have a sample attached to what I'm looking for.

I will provide a document with the front and back text, and will also provide a couple of pictures to use.
