Sales & Commissions Management Platform

I want to replace the scattered spreadsheets my sales department currently uses with a single end-to-end platform focused first and foremost on payroll and commissions.
Core workflow
• Pipeline and customer data flow straight into an employee-specific dashboard where every closer can track progress in real time.
• The system then applies three commission models—fixed amounts, percentage-based and referral-based—automatically, rolling them into payroll at month-end.
• Managers access a visual, multi-level referral tree and a full company admin panel to adjust roles, credit/redemption balances and team targets without touching the codebase.
Target environments
• Web (for managers and back-office)
• Android (for reps in the field)
Preferred stack
Java on the back end and Flutter for the app are my first choices, but if you have a more efficient combination that still gives me cross-platform reach and strong performance, I’m open to hearing it.

1. A realistic development timeline with major milestones.
2. A ballpark price and payment schedule.
3. A brief tech proposal outlining architecture, frameworks and hosting.
4. Links or screenshots of past projects that prove you have built something comparable—especially anything involving automated commission logic or complex user hierarchies.
Once we agree on scope, I will provide detailed UI wireframes and the exact commission formulas. If you can demonstrate fluency in secure RESTful APIs, real-time data sync, and scalable database design, let’s talk.
