I am looking for a dev who has already developed a remote assistance using WEB RTC and flutter.

You need to have developed the APP (even simple) . Either 2 phones communicating or phone+web.
I need to make sure you have implemented Stream (video) + Data (text or photo) already to save time.
I am not going to redevelop it since a lot of people have done it.
Few functionalities will be added mainly using existing libraries. To be discussed.
If you apply please share your APK/app/website so I can test it first.
