Offline Visitor Management System Development

We are looking for an experienced Flutter developer to build a fully offline-capable visitor management system optimized for tablets. The app will be used by administrators to log, manage, and track visitor information and their visit history.
Key Features Required:
Login System for Admins
Only Superadmin can create/edit/delete admin users.
Admins must log in to access the system.
Superadmin Panel
Manage (Add/Edit/Delete) Admin users.
Manage departments and reasons for visit.
Visitor Registration and Logging
When a customer arrives, an admin or superadmin will log the visit.
Required fields: Phone number, Name, Reason for Visit (dropdown), Department (dropdown).
If the phone number exists, auto-fill name and skip creation.
If new, create a customer profile and log the visit.
Visit History Management
View all visits by all customers.
Filter visits by name, phone number, and date range.
Export visit history to Excel and PDF.
Customer Profile Page
List all customers with filter options (name, phone, date range).
View individual visit history.
Export customer-specific visit history to Excel/PDF.
Edit and delete customer information.
Data Storage
Entire application and all data must be stored locally on the tablet.
No internet or cloud services involved.
Requirements:
Clean, responsive UI optimized for tablets.
Maintainable, well-structured Flutter codebase.
Strong experience with local storage options (e.g., SQLite, Hive).
Ability to implement PDF and Excel export locally on device.
Optional: Support for future language toggle (e.g., Arabic/English).
