Notdienst Assistent – Simple Flutter MVP (Offline OCR + GOÄ Basic Calculator + PDF)

I am looking for a Flutter developer to build a very small and simple MVP for a medical mobile tool called “Notdienst Assistent.”
The scope is fully client-side, with no backend, no login, and no cloud services.
Everything works offline.
This project is intentionally minimal and should be fast to build.
The entire app (UI, labels, buttons, messages, PDF output) must be fully in German. No English UI. I will provide the exact German text for all screens and elements.

Core Features (MVP)
1. GOÄ Basic Calculation (very simple)
Only the standard GOÄ formula logic is needed.
No customisation, no complex error handling, nothing dynamic.
Values will be provided as a static list inside the app.
User selects items → total is calculated.

2. Offline OCR (simple, open-source)
Scan the German eGK card front side.
OCR must extract only:
Patient name
Patient ID / KVNR
No insurance backend, no server lookups, no validation.
Any lightweight offline OCR solution is fine (Tesseract / ML Kit offline text).

3. Local Storage
Store scanned patients + invoices locally on the device.
Any simple local DB is OK (Hive, SQLite, or similar).

4. Simple PDF Export
Create a very basic PDF with:
Patient info
Selected GOÄ codes
Total price
No styling needed beyond simple layout.
The PDF is saved locally.

This MVP does NOT include:
No backend or API

No advanced OCR
No advanced PDF styling
