Flutter Escrow & Payroll Gateway PAYMENT IS NOT SET. WILL BE DISCUSSED

I need a proprietary payment gateway coded entirely in Dart/Flutter and woven into my existing cross-platform app. The gateway must support three core transaction types—escrow, salary/payroll batches, and real-time direct payments—exposed through a clean API that my current modules can call.

Because the intention is to operate internationally, the build has to be licence-ready. It should be architected with U.S. MSB, EU EMI, and U.K. FCA electronic-money regulations in mind, with the flexibility to extend to additional jurisdictions later on. Expect to flag compliance conflicts during development and propose technical controls that satisfy AML/KYC, transaction monitoring, data residency and PSD2/SCA where applicable.

No off-the-shelf processors will be plugged in; this is a green-field payment stack. Design the wallet ledger, funding flows, settlement logic, dispute management for escrow, batch payroll scheduling, fee calculation, webhooks, and a secure admin dashboard. All client-side screens must be delivered in Flutter and integrate via a REST or GraphQL backend of your choice, container-ready for cloud deployment.

Deliverables

• Backend services with API docs and Postman collection
• Integration of the new gateway into the existing Flutter app with sample calls
• Compliance memo outlining how the codebase aligns with US, EU and UK licensing requirements and steps needed for additional territories
• Deployment scripts (Docker/Kubernetes) and CI/CD pipeline configuration
• Developer hand-over session and 30-day post-launch bug-fix window

Acceptance depends on an end-to-end demo in staging, 90 percent unit-test coverage on critical money-movement routines, and successful code review by our external compliance consultant.
