Develop "Apna Hazaribag" City App

I am seeking a reliable Flutter developer or a small team to begin development of our city-based app, "Apna Hazaribag," for our hometown in Jharkhand, India. The app will be launched in phases, and we are starting with the Local E-commerce Module.

Key Requirements:
- Develop a Local E-commerce Module with the following functionalities:
- Product listing and cart management
- Express delivery option for orders within 1 hour
- Payment gateway integration supporting UPI and COD
- Implement vendor registration through admin with the collection of:
- Business details
- Contact information
- Categories of products
- Implement OTP verification using app-based notifications for secure order tracking
