Custom-made Live Streaming App Development

Hi,

I am looking for a quote to build a live streaming application similar to
Bigo Live, Tango, and Poppo Live. Please review the full scope below and
provide your price and timeline.

1. OVERALL STACK
Mobile app in Flutter (Android + iOS), web admin panel in Laravel/PHP,
MySQL database, Firebase integration for authentication and real-time data.

2. USER ROLES (5 levels)
- Regular User
- Host (live broadcaster)
- Agency (manages multiple hosts)
- BD Admin (manages multiple agencies)
- Super Admin

3. LIVE STREAMING
Integration with ZegoCloud SDK for live video broadcasting, co-hosting
(invite another host into the room), PK Battle mode between two hosts
scored by gift value, face beauty filter, floating hearts overlay,
in-room text chat.

4. CALL SYSTEM
Voice and video calls between user and host, per-minute billing from
user's coin wallet, first session free for new users, auto-disconnect
when user runs out of coins, complete call history logging.

5. TEXT CHAT SYSTEM
Same billing model as calls, supports images and text messages.

6. GIFT SYSTEM
Users can send animated gifts during calls, chats, or live rooms. Each
gift has a full-screen animation (SVGA format), a coin cost, and
transfers value from user's wallet to host's earnings.

7. WALLET AND PAYMENTS
Coin wallet system, in-app purchase through Google Play Billing with
server-side receipt verification, multi-currency support (Indonesian
Rupiah and USDT).

8. WITHDRAWAL SYSTEM (4 separate flows)
- Independent host withdrawal (from mobile app)
- Agency withdrawal for their hosts (from web panel)
- BD Admin withdrawal (from web panel)
- Agency owner withdrawal
Each type generates an official PDF receipt showing paid currency,
exchange rate, coin rate, and tax percentage, formatted for tax
authority submission.

9. REFERRAL AND HIERARCHY SYSTEM
Each BD Admin has a unique invite link for onboarding agencies. Each
agency has a unique invite link for onboarding hosts. Full hierarchy
must be traceable for revenue sharing.

10. SECURITY
Gender filter (male users only see female hosts and vice versa), host
identity verification through selfie upload, Google login via Firebase,
rate limiting on all endpoints, strict input validation on all requests.

11. NOTIFICATIONS
Push notifications via OneSignal for incoming calls, gifts, host going
live, and admin announcements.

12. WEB ADMIN PANEL
Full dashboard with financial reports, user/host/agency/BD management,
system settings, withdrawal request processing with PDF receipt
generation, gift catalog and pricing management, deleted hosts archive
for tax audit purposes.

13. ADDITIONAL FEATURES
Follow/unfollow hosts, live schedule planning, host online status
tracking, in-app product store, host rating and review system.

14. LOCALIZATION
English and Indonesian language support.

15. TECHNICAL REQUIREMENTS
- Clean, maintainable code
- Full database and API documentation
