Cross-Platform Mobile App Creation

I have an app concept that I’m ready to turn into a fully working product on both iOS and Android. At this stage I’m looking for an experienced mobile developer who can guide the entire build: refining requirements, creating a clean UI, coding a stable cross-platform core, and getting the finished binaries approved in both App Store and Google Play.

Because the app will launch simultaneously on the two major platforms, I’d like to use a shared-code approach such as Flutter, React Native, or another framework you’re comfortable with—whichever gives the best balance of performance, maintainability, and future feature expansion. I’m open to your technical recommendations as long as the final experience feels completely native to end users.
