Build me a offline chat application in flutter

Offline Chat App to be built on flutter
Requirements (high level)
- Create/Edit profile page
- Users nearby
- Previous chats
- Chat screen (should support emojis)
- Start individual chat or group chat
- Settings page (Notification settings, Status, Share the app)

Notes
- App needs to connect to users offline, hence chat history, user and user profiles need to be stored online.
- Code repository access on Github will be granted.
- Final code should support security measures
- only sample design for reference available. No official designs available. Selected freelancer will need to use their creative input.
- Project code and assets will be fully owned by the employer at all times

Should support iOS and Android. Web and desktop not needed.
