Build me a web browser based Text to Speech App

I need an experienced programmer who can develop a system of text to speech.
I already have a website https://mechatt.tk for mp3 to text download. It is in Python 3.7 so you should use that.
I have already setup gTTS based Text to Speech but it has only female voice.
Job Requirements:
1. Completely uninstall the gTTS and it's associated python libraries. Only speech to text libraries to be there
2. Install pyttsx3 so that we can choose voice like male, female, change voice speed, volume, voice emotions like joyful, sad, angry. Would be best if we could change voice gender, speed in between.
3. Users should be able to upload docx, .srt, .txt or paste inside text box. User can download MP3 after login or email the same after login.
4. User can also translate uploaded text to English, Spanish, italian, french, Germán, Portuguese, dutch and the voice should be able to speak that language.
5. User should be able to download translated text also.
6. Extend the existing housekeeping like nobody can right click outside of text box, extend the feature of auto deletion of generated MP3 and uploaded files etc.
It would be great if it can machine translate the text also before converting to speech.
It should be able to process unlimited words. You should only use open source, forever free library.

I don't deal outside freelancer platform. I don't pay upfront before bug-free project code delivery on my server
SERVER installation to be done by you. I have dockerized, CentOS, 4 GB RAM VPS server. Budget 4k since you don't have to make the site from scratch
