flash image over a locked bootloader pixel7

hello ... i was given a locked pixel7 .... its alreadyn been attempted to factory reset .... i have no access to the phone to enable developer options and oem unlocking ... i simply wish to use the phone .... i plan to flash graphene os over it ......

so either unlock the bootloader .... or flash ota or factory image over the top of the android rom
