Need a gif banner built -- 2

We are an adult related business and we need banners done on a regular basis . I have a customer that needs a GIF banner right away. Attached are the layers of the banner and also images that they want in the background of layer two and three. They want all the lights to flash bright. The Font is Arial Bold
This will be on going work for right person. Work has to be appoved by the client
