File Conversion in Flash !

Good Day Everyone ,
We are the sales company that works with clients and receives post-production work. On various projects, we receive a large number of requirements from clients.
We need approximately 2 hours of film conversion. This may increase to 10 hours depending on how quickly you can complete the project. The following are the requirements :
1) The participant should be familiar with Adobe Flash/Adobe Animator.
2) FLV files would be used as the source files and output would also be in FLV.
3) The file size would be 1024*768 and output required would be in 1920*1080.
We are looking for an expert or a team who can deliver the files within 1.5 to 2 months of the above-mentioned 2 hour conversion requirement. The more files a person can deliver, the more work can be assigned to them. We'd also like to know if they've already completed this type of work or not ?
Our pricing would be based on a per-minute basis of 800.Attached a sample file.
We would prefer to hire someone from India.
