Convert flash capable browser for use with CD data the used to use Internet Explorer HTML/JAVA -- 2

I have a database that used HTML/JAVA to run in Internet Explorer. However, since MS started removing IE from peoples computer and blocking flash from running off the CD drive it has gotten hard to distribute. I can use an open source flash browser like Seamonkey, but I need to create an setup.exe the will rebrand it, and install it and then open the index.html file to use. Contact to discuss further.
