dual wan router causing VPN issues

Hello, I need some advice to reconfigure our peplink MAX BR1 router, its causing issues with VPN everytime the ISP changes IP addresses, one of the ISP(dual wan failover) is set for static but the other is not and it switches often. I need a better solution and need to discuss, please bid if you have worked with peplink products and have experience. thank you :)
