Outdoor Airflow Pattern Identification

The client has an issue with snow being sucked into the air intake of a newly renovated HVAC system (40k CFM to 80k CFM). They doubled the airflow and "doubled" the intake louver area but are still having problems. The effective area was not really doubled. The inlet to the pre-heat system remained the same size (approx. 8' x 10'). We would like to model the existing system flow vs. what we are suggesting as a solution to validate the concept.
