Grand Paris Express Fundraising Strategy

Paris is pressing ahead with the Grand Paris Express: more than 200 km of new driverless metro lines and 68 stations, a €35 billion build-out that will carry up to two million passengers a day once complete.
My immediate need is straightforward—دعم مادي المال. The existing financing we have organised so far is managed “عن بعد”, and it covers only a fraction of the projected cash-flow curve. I would like a seasoned project-finance professional to map out fresh capital avenues and help me position the scheme to attract them.

Here is what I expect from you:

• A concise funding strategy that shows how much we can realistically raise in each phase, from which type of investor (sovereign funds, infrastructure funds, green-bond markets, PPP structures, etc.) and on what terms.
• An investor-ready pitch deck (PowerPoint or equivalent) that summarises route length, ridership forecasts, CO₂-reduction impact and projected IRR in a visually engaging, data-backed format.
• A financial model in Excel that stress-tests capex, opex, interest-rate scenarios and construction-schedule shifts, clearly flagging break-even points and DSCR thresholds.
• A brief implementation roadmap indicating the order in which to approach each target source and the documentation needed for due diligence.

I will provide the engineering schedules, current cost breakdown and any government MOUs already in place. Everything else—market benchmarking, term-sheet assumptions, risk allocation language—I trust you to research and draft.

Green-infrastructure expertise, familiarity with EU-level subsidies and a track record closing large transit or energy deals will place your proposal at the top of the pile. Show me two comparable projects you have helped fund and tell me, in a sentence or two, what hurdle you removed for them.
