Web-Based Text-to-Voice / API/ Email Integration

I am in need of a skilled developer to integrate a text-to-voice conversion feature into my existing website. You will use API to get data from III party. It can be web based/ stand alone utility or whatever.
What your bid must have so I don't delete it:
- Show me a project where you had to do text to voice. Send me maximum 3. Minimum 1. Not more.
- Show me an email where you had to send voice over file .
While the language preference for the text-to-speech conversion is not necessary - you will get data using API and convert it to voice and then send by email.
