Google Play Console & Payment Account Setup

I'm looking to get a Google Play Console Account and a Google Payment Account set up. The main purpose of the Google Play Console will be for publishing apps. Currently, I don't have any apps ready to be published, as I'm still in the development phase.
Ideal skills for the job would include:
- Familiarity with the Google Play Console and Google Payment Account setup process.
- Understanding of app publishing requirements and procedures.
- Experience in app development (though not required, it's a plus).
Please note, the scope of this project does not currently include app design, coding, or testing, as I am still in the development phase.
