Financial plan with Audit over the past 2 years for my company

I am looking for a knowledgeable freelancer to create a financial plan and audit over the past 2 years for my company. I have the necessary information to provide, but do not have the required financial statements. I am specifically looking for an operational audit to be conducted, per a state licensing requirement. The main objective of this financial plan and audit is to produce the documents necessary meet the requirements of the state licensing.
