UI/UX Redesign for Runlly.com in Figma + HTML CSS Mockup

I am looking for a worker/freelancer to help redesign the UI/UX of Runlly.com.
Runlly.com is a premium publishing platform for writers, readers, partners, and premium partners. I want the website to be redesigned to look more modern, professional, comfortable for reading, easy to use, and suitable for a serious content platform.
This project includes a complete UI/UX design in Figma and the creation of an HTML CSS mockup based on the approved design.
Scope of Work
The worker/freelancer is expected to:
Analyze the current design of Runlly.com
Create a complete UI/UX redesign in Figma
Design mobile and desktop layouts
Create tablet layouts if needed
Build an HTML CSS mockup based on the approved design
Create a clean mockup structure that is easy for developers to continue
Create a design system including colors, typography, buttons, cards, forms, layouts, article components, dashboard components, and other main UI components
This project is not only about making a responsive layout. I need an adaptive experience, meaning the mobile and desktop designs must be created according to the behavior and needs of each device.
For mobile, the design should feel like a modern mobile app. Navigation, search, menus, article cards, buttons, forms, dashboard, and user flows must be comfortable to use on small screens.
For desktop, the design should look professional, spacious, well-structured, and visually polished like a serious media or content platform.
Required Pages
The design should cover public pages and dashboards for users, partners, and premium partners.

Comfortable for reading long-form articles
Easy to use for readers, writers, partners, and premium partners
Clear in visual hierarchy
Suitable for a premium publishing platform
Able to support articles, categories, search, writer profiles, dashboards, statistics, forms, and ad areas
Not too crowded, but still visually attractive
Free from generic-looking icons or illustrations
Easy for developers to convert into a real frontend website
Suitable for implementation in Next.js
I want Runlly to look like a serious content platform, not just a basic website template.

This project does not include backend development.
The focus of this project is:

The HTML CSS mockup must have a clean and understandable structure so that a developer can continue building it into a Next.js frontend.
There is no need to build backend features, database, real API, real authentication, payment system, or complex dynamic functions.
