Figma to Responsive WordPress Page

I have the desktop layout of a sleek, single-page website ready in Figma and will add the mobile art-boards within the next couple of days. What I need now is a clean WordPress build that mirrors the design pixel for pixel, keeps the subtle on-hover effects intact, and scales perfectly from large screens down to phones.

You’ll receive:
• The finalised desktop Figma file immediately, followed shortly by the mobile version.
• All visual assets exported at 2× resolution.

Your task is to:
1. Code a lightweight custom theme (or child theme) that reproduces the design faithfully.
2. Implement the basic hover transitions exactly as shown.
3. Ensure full responsiveness without relying on heavy page-builder plugins.
4. Hand over a site ready for me to slot in text and any final images.

Acceptance criteria
• Layout matches both desktop and mobile Figma frames with no visual drift.
• Hover animations behave smoothly in the latest Chrome, Firefox, Safari and Edge.
• Google Lighthouse performance score above 85 on mobile.
• All code, stylesheets and assets delivered in an organised theme folder, ready to install from the WordPress dashboard.
