Romance Novel Ghostwriter Needed (~60K words) (Indian Freelancers Preferred)

I need someone to ghostwrite a romance novel for me. The story is set in India and involves plot points that Indians can relate to so I will prefer someone Indian. That, however, is not a hard and fast rule and I am happy to explain the points if you are not familiar with the culture.
A detailed outline of the story and relevant character background will be provided. You are free to improvise wherever you as the writer deem necessary. At the end of the project, you are to sign an IP agreement handing over the rights to the work.
The book is not a humor and happy romance. It's more of a serious drama and involves darker themes of recovery and acceptance in the 2nd half of the book.
The timeline is about 1.5 to 2 months for 60,000 words approximately. And the project budget is INR 7000-10000. Apply only if you agree to it. No negotiations. I will go with the freelancer who is the best balance between quality and price.
The payment will be made in 3 installments and I will create a milestone for the part that you start work on.
I will ask for an example of your previous writing work, be it short stories or otherwise.
