Make me a dnd campaign -- 2

Hi! I need a basic 5e campaign for dungeons dragons
These are the basic outline
- follow the dungeon masters manual
- create a world with gods
- create a goal for the adventure
- identify a small scenario
I am only paying for these things so if you do extra I will not be able to afford to pay
