Expert Python Developer: FastAPI & Video Processing

I'm looking for a Python developer who is an expert in Fast API and video processing(using OpenCV, FFmpeg).
Here is what I wanted:
Use a 23.98fps timeline for all projects.
Convert all 29.97fps clips to 80% speed for a smoother playback.
Emphasize the connections between rooms to clearly demonstrate the property's layout as if the viewer is personally touring the home.
Utilize dissolves for seamless transitions between shots and employ "dip to white" when transitioning between exterior and interior shots (or vice versa).
When using warp stabilizer to address shaky footage, limit the strength value to a maximum of 20% to avoid unnatural movement.

Enhance the video's visual appeal by applying a subtle touch-up using the Lumetri Color video effect if the footage appears flat.
