Backend development in python for implementing pagination/sorting/filtering

I'm looking for an experienced developer to help me with backend development in python for implementing pagination/sorting/filtering. I'm not sure yet on which python framework to use but am interested in both Django and Flask. For the backend database, I'm open to any of Postgreswl. The pagination/sorting/filtering I need should be done server-side.Visual studio code.
