Unique Small-Sized Dog Raincoat Construction

I am looking for a skilled seamstress or tailor who can assist in creating a unique small-sized raincoat for dogs. This raincoat is meant for dogs up to 10 lbs. The feature that I want to stand out is a clothesline for tightening, giving the piece a custom-fit feel for my pet. The design should be both functional and stylish. The task is that you could sew this clothing and assit with the design.
