Tailor/Technical Designer for New Type of Apparel

I am developing a prototype for a stand-alone (not part of a jacket) fabric hood. I have gone thru about 15 iterations and my Technical Designer moved to a different country. I need someone who can sew technical and non-technical fabrics, create a pattern from the prototype I have, and be able to create new patterns for additional versions. I suspect we are about 3-5 versions from completion.
