Swim Blouse Prototype - need drawing/sketch & measurements

I am seeking a highly skilled freelancer to create a prototype drawing/sketch and accurate measurements for a swim blouse. The desired material for the blouse is polyester/spandex. The sizing range should be standard (S, M, L,) The ideal freelancer for this project should have experience in fashion design and pattern-making, as well as knowledge of swimwear construction. Attention to detail and accuracy in measurements is a must.
