Making dog clothes

I am looking for a pattern cutter who can cut patterns for dog wear clothes. I have a number of designs but would like to start with just one design that's attached.

I need the pattern to be made for 3 different sizes. The elastic collar needs to be the specified size and lay flat with the shape.
