Halloween Costume -- 2

I have a Halloween party on 28th October and would like to go as a gothic witch / medusa and came across this image online and wanted to recreate some of parts, I wouldn't need the black shawl or gloves, just the cutout dress.
I would need someone to live in the London area for measuring and fitting and would like a quote, thanks.
