I need a paralegal specialist

I have shared custodial custody and full custody of my child. I would like my husband who has been raising her for 10+ years to adopt her. I cannot locate her biological father and the biological father’s family has stated they do not know how to contact him, as he no longer speaks with them and lives in Japan. I would like to file here in ND and start that process.
