Write Congress Bill on Grandparents' Rights

I need assistance in drafting a congressional bill aimed at introducing new regulations concerning grandparents' rights for custody or visitation. This legislation is intended to provide legal frameworks and protections for grandparents seeking custody or visitation with their grandchildren.
Key Requirements:
- Draft a comprehensive and clear legislative bill
- Focus on grandparents' rights for custody or visitation with regards to special consideration of a deceased parent
- Provide examples of parents inability to care for the child basic needs
- multiple arrest records where the child was present
- Drug , alcohol, and any form of abuse is present
- If the parent has already had a previous existing child protection case
- If a concerned family member, or good samaritan can provide proof of neglect or harm
- Can the grandparents prove continuous emotional, psychological, physical and financial supports in the absence of a deceased parent.
-Propose a governmental program that would supplement NJ current laws surrounding child protection agencies and services.
- If the parent has a known and documented series of unfortunate events, and they have a child/ children, a provisional surrogate should be assigned with proper documentation.
- Once it has been determined that the parent (s) have a history of documented unfortunate series the parent should therefore be required to check-in on a case by case base with the maximum being monthly with Child protection services via a system that will capture the parents current address and phone number with proof of a bill.
- A child protection agency worker will verify the address / phone number by providing a mandatory visit to the address on file every 3 months or sooner if concerns arise.
- If it is found that the contact information for the parent with whom the child is residing is not valid, a warrant for the parents arrest will be issued.
- The person (s) who will be awarded custody should be able to provide valid financials and stability and should be of good character.
