Child Welfare system

I am looking for help with a child welfare system project that focuses on foster care. I have specific goals in mind and need assistance achieving them. My target audience for this project is the general public as well as families involved. I am looking for an experienced freelancer who is knowledgeable about child welfare systems and foster care in particular and can help me devise a strategy to achieve my goals and maximize impact on a large audience. I need someone who can clearly communicate and articulate my desired objectives and outcomes and has plenty of experience working with the general public. Additionally, I need someone who is familiar with current marketing tactics and can develop an effective marketing initiative for this project.
