recover or create or sale brand new business facebook account

Hello ,
two weeks ago my facebook advertising account was hacked.
One of my pages has been used for illegal advertising because of this this page has been restricted for advertising and I am unable to do anything on my other pages with my current facebook account. facebook has all restraint regarding marketing and does not seem to want to change its position.
I live in Cameroon.

what I want is 2 things (one or the other):

1 - an expertise to Recover my current advertising account and my pages in order to start advertising again and sponsor my publications as before

2- start again with a new facebook account, a new advertising and business account (start from scratch without the facebook algorithms hating it and blocking me again)

I expect whoever is interested in this work to choose between option 1 or 2 and tell me how he intends to handle the problem and how long it will take.
