I need orders for my food delivery business - Run an online campaign for me Facebook/Instagram/Tik Tok that converts visitors to customers or subscribers

I run a frozen pie business (@piemon.ca) and my website is piemon.ca
I am looking to target specific cities in my area to deliver pies to so I can get as many orders in each city as possible, in total I am looking to target roughly 6 cities. I am thinking of doing a free drink as well as a discount for people who make an order for deliveries. I will shoot a video for you to promote and you must give me guidance on what to include to make it as effective as possible in getting people to make an order. I am open another form if you recommend that (eg a Google banner).
BONUS: I am also interested in retargeting visitors to my website if you can do this please mention it in your bid for extra marks. I also prefer to work with a team so if you have one highlight this
What I need from you:
- guidance on making the creative for the campaign - what should I be putting in my video to get attention etc.
- a report of the ROI with analytics and feedback to plan the next campaign even better
- an understanding of my business and product so you can highlight it to customers to get orders
- strategy and ad copy
- landing page to answer questions and convert customers
