Social Media Paid Marketing

I'm looking for help with an Instagram and Facebook paid marketing campaign, with the objective of generating leads/sales. I have a limited budget of less than Rs. 30000/- a month to get started, and need someone experienced in creating, executing, and managing campaigns on these platform. I run an event management company and would be looking for a digital marketeer who is based in Hyderabad and do this for this for me at a reasonable price to begin with.
