Run and manage facebook ads

I am looking for a freelancer who has the experience and expertise to run and manage Facebook ads with a budget of below $500 per month.
The goal of this project is to increase sales. To do this effectively, I need someone who can identify and target the right audience. In this case, the target audience should be national.
The successful freelancer will be responsible for a comprehensive Facebook ad campaign. This will include drafting the creative elements of the ad such as the copy, image, and video, preparing budget plans, tracking and monitoring progress, analyzing data, adjusting tactics as needed, and more.
You will be expected to report regularly and suggest new strategies to increase conversion rates.
