REACH THE RIGHT AUDIENCE ON INSTAGRAM AND FACEBOOK ADS

I have had an online business on Instagram since a year now and i have a good amount of audience.
When i started boosting instagram ads through Instagram i had the authority to choose the interests of my audience such as “hijabis” “hijab” “muslima” and etc..
But recently instagram prevented such keywords and interests to choose on Instagram. So my ads are not being delivered to the right audience and are being reached by the same people everytime, meaning that they are not being delivered to new people or people who are actually interested in my ads.
Honestly i feel like I’m wasting my money on these ads and i need some help.

Someone told me that it’s because I need to start using Facebook Ads manager to be able to reach better people and new people who are interested in my ads. Also they told me I should have a good amount of audience on facebook as well to be able to reach more people.(they suggested to buy audience on facebook)

Please if anyone who has a good background on facebook ads and Instagram ads and who know how to target the right and new people on Instagram reach out.
I need this job to be done ASAP.
